Mr. Lee has analyzed, prepared and defended over 100
claims involving public and government buildings,
schools and office buildings, highways and sewer lines,
private residences and federal housing projects, hotels,
automatic toll collection systems, a major bridge, power
plant, landfill capping and nuclear power plant.
Typical projects range in scope from under $1
million to more than $50 million. Anatomy

- Defended against $55 million claim for interruption,
acceleration and delay on the new Jamestown, RI Bridge.

- Defended against $2 million claim for delays and
extras in the construction of Marin County Civic
Center, San Rafael, CA.

- Defended against $3 million claim against San
Francisco Housing Authority for delay and design
deficiencies caused by a structural steel collapse.

- Reviewed $15 million claim by piping fabricator on
Trojan Nuclear Power Plant in Oregon for
interruption, delay, and changed conditions.

Prepared claim and testified in arbitration for
contractor against owner of a shopping center in
Natick, MA. The contractor had a cost-plus contract for the site work and a lump-sum contract for the construction of the building. Costs had to be
carefully allocated to each contract.

- Analyzed claims and participated in negotiating
settlements of contractor claims at Tyngsboro,
Wareham, Winchendon, Haverhill, Sandwich, Wakefield and Andover schools.

- Testified in court against $1 million claim for
extras and delays on the design/build of a new
university gymnasium.

- Prepared $25 million claim on a real estate
development project, Portsmouth, RI.

Defended against a claim for wetlands delay on an
elementary school in Lowell, MA. Testified before a
master appointed by the court concerning unsupported
delay damages and improper CPM scheduling methods
and procedures, which inflated the owner-caused
delay period.

- Assisted an electrical contractor in Zimbabwe,
Africa restructure its balance sheet, obtain new
owners and management, create and implement new
project management procedures, and design a new
management information system.

- Prepared a claim and testified in arbitration for
partial termination of noise abatement construction
at Green Airport, RI.

- Assisted a School Dept. and Building Committee in
designing procedures for effective administration of
construction projects and minimizing possibilities
of claims.

- Prepared $4 million claim against a state highway
department for delay and termination for
convenience.

construction of a nursing home addition. Testified
in arbitration.

conditions on the Rhode Island landfill.

testified in arbitration re Newport, RI harbor
and marine improvements.

- Assisted a contractor in refuting a false claims
accusation in San Francisco, CA.

- Analyzed claim and costs on a unit price contract
where quantities were about half of anticipated.
Presented findings to both parties as basis for

renovation of the Memorial Union at the University
